The realistic Paraguay residency cost in 2026 is about $2,000 to $3,000 all in for a single applicant who uses professional help. Someone who handles every step alone pays roughly $750 to $1,500. The government fees themselves are small, around $350 for the main application. Most of the budget goes to translations, apostilles, and optional legal assistance rather than to the state. What Are the Government Fees?
The fees paid directly to Paraguayan authorities are the smallest part of the bill. The main residency application fee is about $350 per adult. On top of that the cédula, the national identity card, is free for the first issuance and 8,500 guaraníes, about one US dollar, to renew. You also pay for the certificates that go into the file, such as the local police clearance at about $10 to $25 and the Interpol certificate at around $18.
Add these together and the state side of a single application comes to somewhere between $450 and $1,200, depending on the stage and how many local documents you need issued in country. Renewals and the later conversion from temporary status carry their own smaller fees. These amounts can change each year, so treat them as a current guide rather than a fixed quote.
What Do the Documents Cost?
The larger spend is on getting your foreign documents ready. Two items dominate.
The first is the apostille. Every civil document you bring from home, such as your birth certificate and police clearance, must be apostilled in the country that issued it. Depending on your country and document count, this runs from about $100 to $400 in total. In the United States, a federal apostille is around $20 per document, while some countries charge more and add courier costs.
The second is translation. Documents must be translated into Spanish by a translator officially designated by Paraguay's judiciary, so the work has to be done in Paraguay rather than before you travel. If you are comfortable with appointments, paperwork, and a process conducted in Spanish, you can complete a standard application for roughly $750 to $1,500. Most foreigners choose to pay for help. What you are buying is someone who books the appointments, prepares the file in order, arranges the translations, and follows the case through the immigration office. For a family, the per person cost falls because some of that work is shared, though each member still pays their own government fees and document costs.
Why Did Paraguay Residency Get Cheaper?
Paraguay used to ask every applicant to place a bank deposit of USD 5,000 and to pass a medical exam. Both requirements were removed in October 2022 under Law 6984 of 2022. That is the single biggest reason the upfront cost dropped. The standard route today is a temporary period of about two years that then converts to permanent residency, with no deposit and no minimum income to prove.
This also reshaped the comparison with other countries. What Does the Investment Route Cost?
Anyone who wants permanent residency immediately, without the temporary stage, can use the Investor Pass created by Resolution 0283 of 2026. This is a different kind of cost, because the money is an investment you hold rather than a fee you spend. The thresholds are USD 70,000 in a productive business that creates five formal jobs, USD 150,000 in a tourism project with a business plan, USD 200,000 in real estate with no business plan, or USD 200,000 in financial instruments held for at least two years.
On top of the investment itself, preparing an investment file costs more than the standard route, commonly $3,000 to $5,000, because of the business plan, the company setup, and the extra reporting. For most individuals and remote workers, the standard route remains the far cheaper way in.
What Does It Cost to Live in Paraguay?
Residency is a one time project, but living in Paraguay is the ongoing number, and it is low by international standards. In the comfortable Asuncion neighborhoods of Villa Morra and Carmelitas, a furnished one bedroom apartment runs about $400 to $600 a month. A family of three can live well, covering rent, food, utilities, and private health cover, for roughly $2,000 to $3,000 a month all in.
