Cost

How much does residency cost?

$2,300 per person. One payment, no tiers, no upsells. The process takes two trips, the first to file with immigration and the second to complete your civil registry. Once your documents are submitted, residency is approved in up to 90 days.

What other costs should I budget for?

Flights and accommodation for two trips, apostille in your home country, translation, and postage.

Process

What is an apostille?

An official stamp issued by the ministry in your home country that certifies your documents as genuine for use abroad.

What documents do I need?

Passport, birth certificate, and a clean criminal record, all apostilled from your home country, are generally the main ones. We verify the exact documents depending on your nationality.

How long does residency take?

Once the documents have been submitted it will take up to 90 days.

Do my documents need to be translated?

Foreign documents must be translated into Spanish by a certified translator in Paraguay. Costs depend on the language. This can be done in your country, however we strongly advise against it as it can create delays.

Can I get residency by depositing money in a bank?

No. The old $5,000 bank deposit route was removed by the 2022 law. Anyone still offering it is working from outdated information.

How much income do I need to qualify?

None. Since the 2022 law change, the standard route requires no minimum income, no investment, and no bank deposit. We confirm what documentation fits your situation before you commit.

How many times will I need to visit Paraguay?

Twice. The first trip files your residency with immigration. The second, once approved, completes your civil registry and your Cédula. We schedule and attend every appointment on both.

Tax

What is a RUC?

Your Paraguayan tax ID. It registers you with the tax authority and is needed to file returns or take up tax residency.

Is RUC mandatory?

Not for residency itself. You can hold your residency and Cédula without one. You only need a RUC if you want a tax certificate or earn income inside Paraguay.

Do I pay tax on foreign income?

No. Paraguay uses a territorial system. Income earned outside Paraguay is taxed at 0%. Only income earned inside Paraguay is taxed, at 8 to 10%.

Does residency make me a tax resident?

No. Residency and tax residency are separate. Holding residency does not make you a Paraguayan tax resident.

Do I still need to file taxes if my foreign income isn't taxed?

Yes. Once you hold a RUC, you file monthly reporting even if you earn no income inside Paraguay. This can be done with our partner firms.

Can I get a tax residency certificate?

When you apply for your RUC, you will be able to apply for a certificate that proves your tax residency to other countries.

Residency

Do I need to live in Paraguay to keep it?

No minimum stay is required. During your first two years on temporary residency, you must enter Paraguay at least once every 12 months. Once you convert to permanent residency, that loosens to once every three years.

Is the residency permanent straight away?

No. You start with temporary residency, valid for two years, and then convert to permanent residency.

When does the conversion to permanent happen?

You apply towards the end of the second year. The permanent card that follows is valid for ten years, after which you only need to enter Paraguay once every three years.

Can I get a Paraguayan passport / citizenship?

Citizenship becomes available after holding permanent residency for three years, subject to the requirements at the time, including physical presence and a Spanish or Guaraní language test.

Can I bring my family?

Yes. We handle family applications alongside the main applicant. Family members are quoted separately based on the number of dependants.

Do I need to speak Spanish?

No. Our team handles the entire Spanish side of the process. You only sign where required, and we are with you when you do.

Is Paraguay safe?

Yes. Paraguay is widely considered one of the safer, more stable countries in South America, with low violent crime. As in any country, petty theft happens in some areas, so the usual precautions apply.
